摘要:
我国正在探讨建立森林生态效益补偿制度,但在补偿范围、补偿标准和补偿资金来源等很多问题上还存在争议,因而尚无具体、可行的补偿措施。本文从补偿的根本目的出发,认为应该由营林者与政府交易形成补偿标准,森林生态效益价值估算的理论依据可由交易双方共同选定;确定补偿范围要兼顾必要性与可行性原则,从最需要的区域不断扩大补偿范围;同时,各级政府要不断拓展财政以外的补偿资金来源,合理确定补偿收费标准。
Abstract:
Establishing the compensation systems for forest ecological benefits in China is a probing problem. But there are many disputes on how to determine such problems as standard of compensation, scope of compensation and financing source besides financial debt. So there is no specific and feasible compensation measure yet. Starting from the fundamental objective of compensation, it is believed that standard of compensation should be established through bargaining between forest manager and? governments at all levels and the theoretical base to count the value of forest ecological benefits may be chosen by traders. Governments should give attention to both necessity and feasibility when determining the scope of compensation, and expand this scope from areas with urgent need of ecological renovation. Simultaneously, all levels of government may find financing source besides financial debt by determining reasonable tuition standard for compensation.
