摘要:
 城市绿地作为城市防灾避险的重要场所,其避灾服务域的判定有助于指导城市避灾场所的空间布局,对提高城市的生态安全具有重要的意义。研究借助ArcGIS空间分析工具,以灾时3、5 min和10 min内避灾绿地的服务能力和承载力2个方面量化,探讨福州市鼓楼区绿地的避灾服务范围、服务人口数量以及街道避灾服务的空间差异。结果表明,研究区绿地面积约6.80 km2,符合紧急避灾的绿地共9块,面积为0.81 km2;避灾绿地在3、5 min和10 min内的服务范围差异较大,其中服务范围最大的是西湖左海公园,面积分别为1.78、3.33 km2和8.26 km2,绿地服务范围最小的分别为0.20、0.43 km2和1.17 km2;在避灾服务人口比方面,10 min内国光公园、金牛山公园、闽江公园北园、西湖左海公园、温泉公园可达人口数量未超过其承载量;从街道避灾服务情况可知鼓西街道最佳,在10 min可实现服务区域内人口的全面覆盖;最后叠加研究区其他自然灾害避灾点,得出研究区避灾服务空间分布不平衡,五凤街道、东街街道和洪山镇尚有35.65%、15.69%和7.32%的人群处于避灾盲区。
Abstract:
 Urban green space plays an important role in urban disaster-prevention.The evaluation of disaster-prevention service areas would be helpful to guide the spatial layout of disaster-prevention places in a city,and improve the city’s ecological security.With the help of ArcGIS,this study according to emergency time 0-3,0-5,0-10 min,quantified the disaster-prevention green space through service ability and capacity in Gulou Destrict of Fuzhou.Then we analyzed the scope of disaster-prevention services,service population and spatial differences of disaster-prevention services in different streets within the district.The results showed that the green area of the study area was about 6.80 km2,including 9 pieces of green space to avoid disaster (0.81 km2).Green space had different service areas within 0-3,0-5,0-10 min.Among them,the service coverage of Xihuzuohai Park was the largest,the area was 1.78,3.33 km2 and 8.26 km2 respectively.The smallest range of green space service was 0.20,0.43 km2 and 1.17 km2.In service population rate,the accessible population of Guoguang Park,Jinniushan Park,Minjiang Park,Xihuzuohai Park and Wenquan Park did not overweigh their bearing capacity within 10 min.The accessibility of Guxi street was the best,which could cover the full service population within 10 min.At last,overlay other natural disaster avoidance,we concluded that the spatial distribution of disaster-prevention services in the study area was unbalanced.The percentages of the population that were in the blind area were 35.65%,15.69% and 7.32%,respectively in Wufeng street,East street and Hongshan township.
