摘要:
按照《中华人民共和国水土保持法》及配套法律、法规、规定以及国家对水土保持、环境保护的总体要求,查阅工程监理报告、监测报告、现场抽样调查以及与监测部门、当地水利部门座谈等途径,对该工程水土保持效果进行了评估。结果表明:在水土流失治理方面,治理面积1 547.9 hm2,项目区平均扰动土地治理率为99.60%,完成水土流失治理面积594.0 hm2,平均水土流失总治理度为98.90%,土壤流失控制比为1.09~1.28,拦渣率为99.68%。生态环境和土地生产力恢复方面,植被恢复系数达到95.90%,成活率和保存率均达95%以上,植被盖度明显增加,公路建设中实现了物种多样性,植被的自然恢复达到预期的目标。公众满意程度好。
Abstract:
In accordance with “the Law of The People’s Republic of China on Soil and Water Conservation”, some relevant laws, rules, regulations and the general requirements for water and soil conservation, and environmental protection, the effect of soil and water conservation of Xihan Expressway Construction Project was analyzed on the basis of some reports of this project on project supervision, project check, sample survey and some discussions by the supervision department and local departments of water resources. The assessment results showed that management area of soil and water amounted to 1 547.9 hm2 and average management and hindering rate of land use was 99.60% in the project area. The managed area of soil and water loss was 594.0 hm2 and the total average managed rate of soil and water loss was 98.90%. The controlled proportion was 1.09~1.28, and the rate of holding back sediment was 99.68%. The project could well improve the ecological environment and recover the soil productivity. The parameter of vegetation restoration was 95.90%. The rate of vegetation survival and conservation was over 95%. The vegetation coverage can clearly increase. There appears a diversity of species and the objective of the natural recovery of vegetation has been achieved during the period of the project construction. The value of this project has been realized. Finally, the public are greatly satisfied with this project.
