摘要:
湖南省是我国湿地资源非常丰富的省份,但却面临着湿地资源退化和丧失的威胁、湿地资源利用和保护的矛盾尖锐以及湿地资源保护投入不足等一系列的问题。文中对建立湖南省湿地生态效益补偿机制的必要性和可行性进行了探讨,并对建立湖南省湿地生态效益补偿机制的补偿原则、补偿主体和客体、补偿标准、补偿资金的来源、补偿形式进行了制度设计,对建立湖南省湿地生态效益补偿机制的政策措施提出了建议。
Abstract:
Hunan Province is rich in werlands. However, problems still exist, such as the wetlands are endangered by their degradation and disappearance, confliucts between protection and utilization, insufficient input in their pritection. The feasibility and necessity of the establishment of the compenasation mechanism of wetland ecological benefit was discussed. The system of compensation was designed from the aspects of compensation principle, subjects and objects, standards, resources of the funds, and the forms. The policy measures of the establishment were proposed.
